GVMS – what is it? How and when should you register?
From the 1st of January 2022 companies that move commodities between UK and EU are obliged to register in GVMS system (Goods Vehicle Movement Service system). It’s specialised IT system made in the UK which is used to coordinate vehicle traffic.

GVMS – What is it and who should register?
GVMS stands for Goods Vehicle Movement System. Starting January 1st , 2022, UK enacted new method of monitoring of import and export. The main goal of this system is to improve and speed up traffic flow between EU and UK border.
Where does GVMS apply? The Brexit System requires us to generate GMR UK number and a barcode which is mandatory to allow driver to enter the ferry or Eurotunnel. What’s important is that GVMS needs to be used not only to leave but also to enter UK. Before GVMS, all that was required was MRN number from import declaration and MRN number from transit document. From 2022 this won’t be enough and access to GVMS system will be required.
In the GVMS system freight company can generate the barcode based on customs documents and information, provided by company that order the transport. GVMS is an IT system that allows to merge all of the customs documents for each transport and save them under one reference number. Driver responsible for transporting goods across the border will only need one document to enter the ferry.

British GVMS system allows the driver to also check if transported goods have been cleared for delivery or if it has been qualified for further customs checks. Gaining access to the system is simple and activation of the account takes about 5 days.
Who should register in GVMS?
Registration in GVMS system is required from both UK and non-UK carriers. It also applies to:
- Independent drivers who transport goods by themselves and complete customs formalities on their own
- Companies that subcontract the collection of goods on behalf of another company
- Logistics companies hired to transport goods and complete customs formalities for another company
- Large retail companies that transport and declare their own goods
British GVMS system is needed mostly by logistics and shipping companies. If transport falls under the transit procedure carrier may utilise MRN number from T1 declaration to generate barcode. However problems start when goods do not fall under transit but standard EU import document. When that happens, UK import documents will be required to successfully use GVMS system. In order to acquire it, the importer needs to receive sales invoice with all the necessary information.
Important! Quick use of GVMS system is often impossible due to unpaid customs or VAT. Therefore it is essential for carriers to establish on which documents transport will be made and whose responsibility is that, before accepting assignment.
How to use GVMS? Which document are required?
Do you wonder how to register in the GVMS system? To register you’ll have to use the same address you used when registering to any other Government Gateway service. In order to register you’ll need GB EORI number. Additionally you’ll need Government Gateway user ID and password. If you don’t have user ID you can generate it for your company during registration.
Which documents you should register in GVMS system?
It can be:
- Export declaration
- A Simplified Frontier Declaration (SFD) or Bulk Import Reduced Data Set (BIRDS)
- Transit declaration – Transit Accompanying Document (TAD) or Transit/Security Accompanying Document (TSAD)
- Entry in the Declarant’s Records (EIDR)
- ATA Carnet
GVMS – new customs regulations
Full customs control applies from January 1st, 2022 for all goods that are:
- Imported from EU to UK
- Exported to EU from UK
That means that from 2022:
- Companies are not allowed to postpone handing import declarations for goods that are imported to the UK from EU
- All GB border locations begin inspections of imported and exported goods
- Ports that are using GVMS system to inspect goods require pre-submitted declaration reference numbers, which have to be merged under one reference number
How to use GVMS?
In order to generate GMR numbers, individual or company responsible for transportation of goods have to be registered in the GVMS System. This solutions require user ID, Government Gateway and GB EORI number. Carriers are required to acquire GMR number for every shipment. This number dictates:
- Destination of shipment
- The registration number of vehicle or assembly
- Details of intended crossing and, if available, port of departure and port of entry
- MRN numbers for all moved goods

From the 1st of January, 2022 full inspection over import and export between the UK and EU began. Each carrier that wants to transport goods between these borders and is utilising ports that are using GVMS system should register as soon as possible. Without completed registration and individual GMR number, transport will be held at the border.
